This legislation has been repealed.
Without affecting,
restricting or limiting any provision of these regulations, the Port
Authority’s liability for any package of goods coming into its custody
is limited to the amount of any declaration of value made by a consignor or
consignee of those goods; and the Port Authority may rely upon, and the owner
of the goods shall be bound by, all statements, exceptions and conditions
endorsed on a ship’s receipts, bills of lading or a ship’s
manifest, as to the value of the goods.
