The master and owner
of any vessel conveying, loading or unloading oil in bulk shall, in addition
to complying with the requirements of regulation 123, ensure that every pipe,
valve, hose or other appliance used for the transference of oil is suitable
for that work and is kept in good condition and free from leakage; and that
master and owner shall take every precaution to prevent the escape of oil into
inland and tidal waters of the Port.
