Explosives in course
of transit by a licensed powder lighter may, by permission in writing from the
Port Authority be stored in that lighter for such time as may be specified in
the permit; but unless that permission has been given, all explosives shall be
removed from every lighter to some duly licensed magazine or other place where
they may legally be kept, within one week from the date on which they were
received into the lighter.
