ESPERANCE PORT AUTHORITY REGULATIONS 1969 - REG 171

171 .         Springs must be used

                Every vessel berthing at any of the jetties or wharves under the control of the Port Authority shall, with a view to safe berthing, make use of the mooring springs provided by the Port Authority.
