Every person who
unloads, puts or throws into any part of the Harbour or on any shore or ground
in the Harbour below high water mark at ordinary tides, any rubbish, earth,
ashes, dirt, mud or other matter, or allows any offensive matter to flow into
the Harbour is guilty of an offence.
