A person shall not
enter and remain upon any wharf or jetty vested in the Port Authority unless
he has, on the opinion of the Wharf Manager, legitimate business to warrant
his presence thereon and any person refusing, when so required by the
Wharf Manager, to state the nature of the business warranting his presence on
the wharf or jetty is guilty of an offence.
