If, without reasonable excuse, any oil or noxious liquid substance is transferred to or from a ship in the internal waters, territorial sea, or exclusive economic zone of New Zealand without notice of the transfer having been given in accordance with the provisions of section 230 , the following persons commit an offence:a) the master of the ship to or from which the oil or noxious liquid substance has been transferred:b) the owner of the ship to or from which the oil or noxious liquid substance has been transferred:c) the owner of any transfer facility to or from which the oil or noxious liquid substance has been transferred.
