Person not to be punished more than once for same act or omission

39. (1) A person is not liable to be punished, in respect of the same act or
omission, for more than 1 offence under these Regulations.

(2) Subregulation (1) does not prevent punishment for 2 or more offences
merely because the same act or omission was a common element of each of the
offences.
