41. (1) An application or submission (however described) that an operator is
required or permitted to make or lodge with a Designated  Authority under
these Regulations must include the name and address, and telephone and
facsimile numbers of the relevant operator, or of the person's agent.

(2) Any other application or submission (however described) that is required
or permitted to be made to or lodged with a Designated  Authority under these
Regulations must include the name and address, and telephone and facsimile
numbers of the person making or lodging it, or of the person's agent.

(3) An address required by subregulation (1) or (2) must be in Australia.

(4) Any change of the agent (where applicable), or of the address or telephone
or facsimile numbers, must be promptly notified in writing to the
Designated Authority.

(5) In spite of any other provision of these Regulations, the
Designated Authority may, in the event of non-compliance in any respect with
this regulation, decline to proceed with the relevant application or
submission until compliance occurs.
