- (1)
- The Commonwealth Minister must cause an independent review of the
operation of the WELS scheme to be undertaken as soon as possible after the
fifth anniversary of the commencement of this section.
- (2)
- The persons who undertake the review must give the Commonwealth Minister a
written report of the review.
- (3)
- The Commonwealth Minister must cause a copy of the report of the review:
(a) to be tabled in each House of the Parliament within 15 sitting days of the
day on which the report is given to the Commonwealth Minister; and
(b) to be given to each participating State and Territory.

- In this
section:
"independent review "means a review undertaken by persons who:
(a) in the Commonwealth Minister's opinion possess appropriate qualifications
to undertake the review; and
(b) include one or more persons who are not APS employees.
