(1) The Commission is
to deal with an allegation by assessing the allegation and forming an opinion
under section 22, and making a decision under section 33 that the Commission
considers appropriate in the circumstances.
(2) For the purposes
of subsection (1) the Commission may conduct a preliminary investigation into
the allegation.
(3) The Commission may
consult about an allegation or other matter relating to serious misconduct the
persons and bodies that the Commission considers desirable and practicable to
consult.
