Notwithstanding
anything to the contrary in these regulations contained, the Port Authority
may, in its discretion, at any time and from time to time, make rebates in
respect of the charges in regard to hire of machinery therein prescribed and
accept payment for those services at rates, being the rates prescribed, less
the amount of the rebates made by the Port Authority under the authority of
this regulation.
