The Port Authority
may, in its discretion, and according to the circumstances of each case, allow
such rebates as it considers reasonable on the wharfage charges prescribed by
these regulations in respect of goods imported into this State for
manufacturing, industrial or similar purposes, or in the case of exports where
goods are wholly or partially manufactured or produced within the State, or in
respect of other goods where, in its opinion, a rebate is justified.
