"holder" of a scheme authority, or an expired or revoked scheme authority,
means the person or organisation to whom or to which the scheme authority has
been or was issued.
"interstate or overseas authority" means a document issued by an authority of
another jurisdiction, or of a foreign country, to indicate--
(a) a specified person is a disabled person who has the benefit of parking concessions in the jurisdiction or country, or
(b) a specified vehicle is used for the purpose of conveying disabled persons and has the benefit of parking concessions in the jurisdiction or country.
